"The Pennsylvania RR. developed modern boiler proportions perhaps more than any other road. It started, however, with two experimental class H28 Consolidations built by Alco in 1905. These had excellent boilers but the normal type rather than the Belpaire firebox. In 1907 the boiler design was refined and the Belpaire firebox added when class H8 Consolidations were designed and built at Juniata.

The H8 had these specifications: 24" by 28" cylinders, 62" drivers, 205 pounds boiler pressure, weighed 242,000 pounds, and exerted 45,327 pounds tractive effort. The H8 was never out of steam so its boiler was particularly successful. This led, in 1913, to the same engine being built with cylinders 1" larger in diameter and then 2" larger; thus the H9 and H10 classes were created. Meanwhile, the same boiler had been used for the E6 Atlantic and was used in 1923 for the G5 Ten-Wheeler."
